The Award recognizes local individuals, for their exceptional and innovative contributions to tobacco control initiatives that lead to positive and effective reductions of illnesses or deaths among adolescents and adults throughout NYS.
For those reasons, we presented this award to Council Member Bonnie Russell and Judge Henry Nowak for their dedication and hard work toward reducing tobacco use in the multi-unit housing and throughout our community.
BUFFALO, NY – The Western New York Tobacco-Free Programs recognized more than 90 businesses, organizations and individuals who championed tobacco-free policies throughout the region. The annual recognition program was held June 8th at the Westwood Park, Lancaster.

A news event on Thursday, April 29th at Belmont Housing Resources for WNY kick started an education campaign from the Erie-Niagara Tobacco-Free Coalition, Buffalo Housing Court and the City of Buffalo to clarify responsibilities and provide information regarding smoking/non-smoking policies created under the disclosure law. Guest speakers at the conference included University District Council Member Bonnie Russell; Buffalo Housing Court Judge Henry Nowak; Director of Citizen Services for the City of Buffalo, Oswaldo Mestre, Jr.; and Vice President of Operations at Belmont Housing Resources for WNY, Pamela Berger.
Landlords must clearly state their smoking policy under a new law approved by Buffalo Common Council and signed by Mayor Byron Brown. The legislation is the first of its kind to be adopted in New York State and is now a requirement of the landlord registry within the city charter.
Secondhand smoke is also known as environmental tobacco smoke (ETS) or passive smoke.
It is a mixture of 2 forms of smoke that comes from burning tobacco: smoke that comes from the end of a lighted cigarette, pipe, or cigar and mainstream smoke that is exhaled by a smoker.
